IDEAS FOR KANSAS LEGISLATION

On September 25, 1999, a coalition of organizations met in Wichita, Kansas, to list ideas for Constitutional legislation.  The general criteria used for ideas for legislation were as follows:

          1) It will help preserve the rights of the people.
          2) It is Constitutional.
          3) It is so obviously good, that no one can stand against it (publicly).

After a list of ideas was created, a vote was taken and the top 12 ideas were selected for further development.  A committee has been working to develop the 12 ideas further. 

The 12 ideas were rewritten and a preliminary vote was taken by the committee to approve some of those 12 and the remaining ideas will undergo further development. 

The ideas are presented here as follows, first are those approved by the committee, second are the top 12 from 9/25/99 after being rewritten , and last is a list of all ideas to date (including some created since the 9/25/99 meeting).   The long list should be considered to be from a brain-storming session, where the idea may seem ridiculous even by the presenter, and the idea may be considered a bad idea by most of those present.  You, the reader, must decide for yourse
lf whether you believe the ideas to be good or bad.

Those ideas approved by the committee will be presented to the coalition organizations and to all other interested organizations for their approval.  For those who approve of these ideas, we ask that you present them to your state legislator and ask that the legislator sponsor the idea as a bill to be passed in the Year 2000 legislative session.

The coalition organizations are working for peaceful change to return citizen control of our government and our rights.  The Kansas Bill of Rights specifically provides for this in Section 3:  "Right of peaceable assembly; petition.  The people have the right to assemble, in a peaceable manner, to consult for their common good, to instruct their representatives, and to petition the government, or any department thereof, for the redress of grievances."
