HB2001 Rep. Morrison.  Converts the Northwest Kansas area vocational school into the NW Kansas technical college.
HB2002. AN ACT concerning wildlife; relating to prohibition of certain birds from this state; amending K.S.A. 32-956 and repealing the existing section.

HB2004. Information Technology.  Changes the submission date for the annual technology budget estimates from 7/1 to 10/1 each year.
HB2005. Federal and State Affairs.  Requires the state board of education to implement an instructional program on flag display and flag etiquette.
***Sub HB2005.  New Economy. 34 pages revising the law governing Tax Incremental Financing. TIFs are in general bad news, often used to bias the marketplace and reward favored constituencies.

HB2007. Assessment and Taxation. Extensive changes to sales tax/transient guest tax law governing the forwarding of such taxes, and gives cities right to obtain a confidential report from the director as to what retailers in the city pay how much tax.

HB2009. Utilities.  Provides 10-year property tax exemption for real and personal property used exclusively in the production of biodiesel.  Corporate welfare.
HB2010. Utilities.  Exempts from property taxes facilities which generate electricity using renewable resources or technology for 10 years from when property was first so used, and exempts property used to produce agricultural ethyl alcohol for 10 years. An incentive to develop other sources of energy, but shifts tax burden to other businesses - there is no concurrent spending cuts to off-set the incentive.

HB2016. Legislative Educational Planning Commission. Changes the name of the Wichita State endowment association and gives the university the authority to dispose of books and art objects without going thru the state’s surplus property procedures, a waiver already in effect for other state universities.
HB2017. Educational Planning.  Abolishes the Kansas postsecondary education savings program trust fund and establishes the Kansas postsecondary education savings program expense fund. The change needed because the trust fund was transferred to a contractor, as allowed by law, with monies going directly to the contractor.

HB2029. Rep. Huff.  Eliminates sales tax from purchases by Parkinson disease ..support.. associations when the purchases are related to medical research or public education.

HB2031 Insurance.  Changes a date in insurance law to reflect the latest effective edition of a cited document.
HB2032.Insurance.  Deletes a requirement that copies of  professional liability screening panel opinions be sent to the insurance commissioner.  The insurance commissioner has no use for the report.
HB2033. Insurance. Requires the state employees health care commission to report in a year the fiscal impact on the state’s health plan of providing mental health coverage.
HB2034. Utilities.  Another bill regarding wireless 911 service. Includes a $0.75 per month per line tax to fund the program. The tax would not be subject to protest petition.  Creates an advisory board.

HB2036. Appropriations.  Deletes the requirement that rule-making agencies file with the secretary of state arcane documents adopted by reference in new rules when the agencies submit  new rules and regulations.  Such documents must be available to the public at the agency.

HB2038. Federal and State Affairs.  Extends the lottery. Establishes an airport services improvement program out of lottery proceeds, prohibits internet and credit card sales of lottery tickets, restrict lottery advertizing, prohibits bingo on lottery machines, and several other restrictions.

Requires rides must pass nondestructive testing as recommended by manufacturer. Patrons of rides have to obey safety rules and not be under the influence. Failed once before. Expands government.

HB2301.  Business, Commerce, and Labor.  Amends Workers Comp law to specify that volunteer firefighters, EMTs, and police be paid according to the state’s average weekly wage should they be injured while performing volunteer duties.
HB2303.  Business, Commerce, and Labor.  In unemployment law, changes the classification basis for businesses from the current Standard Industrial Classification manual to the North American Industry Classification System as required to conform to NAFTA.

HB2317.  Environment.  Revises the law governing the plugging of abandoned oil and gas wells by expanding coverage to other lease conditions that could cause pollution and to wells drilled prior to 7/1/96.
HB2328.  Judiciary. Creates a new crime of abusing toxic vapors, a Class B nonperson misdemeanor. The sniffing must be done with the intent to become high or low. In addition to fines/jail, abuser must enroll in and complete an alcohol and drug safety education or treatment program. The bill delineates what chemicals are included; the list is not all inclusive, so next year I suspect that an amendment will be offered to cover the loopholes. The stuff on the list is bad stuff - reading the MSDS for each one should be enough to scare off any rationale person.

Creates the Kansas Natural Resource Legacy Alliance, attached to Wildlife and Parks, to develop a vision for the state’s natural resources that would assure economic development, natural resource protection, opportunities for natural resource and environmental education, and a health environment and quality of life for Kansans.  Membership in the alliance would be appointed by the governor and legislative leaders. Nothing in the bill talks about protecting the rights of individual citizens or ensuring a balance of philosophical viewpoints in those appointed. Appears to be a foot in the door for the socialists and radical environmentalists.
HB2480.  Insurance.  Adopts model legislation dealing with consumer privacy regarding health and financial records as drafted by the National Association of Insurance Commissioners.

HCR5008.  Environment.  Urges Congress to provide funding to the COE to study reallocating storage space from the flood control pool to the conservation pool in John Redmond Lake, Coffey County.
HCR5009.  Environment.  Urges Congress to appropriate funds through the federal farm program to assist states to conserve and preserve the High Plains Aquifer consistent with the recommendations of the Kansas Water Office.
HCR5011.  Many reps.  Asks Congress to provide lifetime health care benefits for military retirees and their families. This has already happened for retirees who joined prior to July (I believe) 1956.  This is the date when Congress passed a law that pulled the guarantee of lifetime health benefits. There is a continuing battle going on for those retiree who joined after 7/56.
